Comptel Applauds FCC Decision to Adopt National Performance Measures
📅 - H. Russell Frisby, Jr., president of Competitive Telecommunications Association (comptel.org), yesterday responded to the Federal Communications Commission's decision to adopt a core set of national performance standards yesterday.
On Nov. 8, the FCC created the Notice of Proposed Rulemaking (NPRM) onperformance measures and standards for interstate special access services, aproceeding to establish a core set of national performance measurements andstandards for incumbent local exchange carriers. The NPRM seeks to identifya list of key performance measurements and standards for evaluating anincumbent LEC's performance in provisioning wholesale facilities andservices to competitors.
"I applaud the Federal Communications Commission's decision to initiate arulemaking on national performance measures for interstate special accessservices. National performance measures will ensure that competitivecarriers are able to receive interstate special access on nondiscriminatory,just, and reasonable terms," said Frisby, Jr. "However, performance measureswill not adequately protect competitive carriers from discrimination andpoor service quality unless the FCC imposes the following requirements.First, the Commission should establish a mandatory reporting requirement fora core number of critical special access performance measures. Second, sucha program should have a strong federal enforcement component thatdiscourages discriminatory performance. Finally, the Commission shouldfacilitate the efficient and speedy recovery of damages suffered by carriersin consequence of discriminatorily poor wholesale service. I therefore urgethe FCC to proceed expeditiously, because special access is a criticalcomponent of our nation's telecommunications infrastructure and oureconomy."
