Cloud4Y is a Russian cloud and data-center provider founded in 2009. The company was created by Nikolay Fokin, who remains associated with the business as its founder and chief executive. Services are operated by LLC Flex, which has managed the Cloud4Y brand since December 2015. The company serves more than 2,000 customers and has developed from a domestic cloud platform into an international infrastructure provider with locations in Russia, Germany, the Netherlands, and Turkey.
Cloud4Y is considerably broader than a conventional web hosting company. Its main business is Infrastructure as a Service, allowing customers to build virtual servers with individually selected CPU, RAM, storage, operating systems, network capacity, backups, and software licenses. Resources can be increased or reduced when needed, making the platform suitable for changing workloads, seasonal projects, development environments, and corporate applications.
Virtual infrastructure is available for both Linux and Windows. The catalog includes cloud servers, VPS and VDS configurations, Ubuntu servers, Windows Server environments, European VPS hosting, physical dedicated servers, bare-metal systems, private clouds, hybrid infrastructure, and complete virtual data centers. API access, Terraform, command-line tools, SDK integration, and VMware Cloud Director support make the platform practical for automated deployments and DevOps workflows.
Dedicated servers provide exclusive physical hardware, operating-system installation, snapshots, backup options, VPN connectivity, DDoS protection, and integration with Cloud4Y storage and networking services. Customers can combine bare-metal equipment with virtual resources, private networks, cloud backups, and disaster-recovery systems.
Conventional virtual hosting is available for smaller websites and online stores. The hosting environment uses SSD storage and supports WordPress, Joomla, Drupal, MODX, OpenCart, and 1C-Bitrix. Plans include website management, DNS administration, domain-based email, unlimited mailboxes on selected packages, antispam filtering, antivirus scanning, unlimited traffic, DDoS mitigation, and free SSL certificates.
The storage portfolio includes S3-compatible object storage, hot and cold storage classes, archive storage, file storage, rented storage systems, SAN capacity, and corporate file sharing through Nextcloud. These services can be used independently or connected to virtual machines, backup platforms, databases, and private-cloud environments.
Database services include conventional database servers, managed Database as a Service environments, database replication, and infrastructure for demanding in-memory systems such as SAP HANA. Customers can combine compute, storage, networking, monitoring, and backup resources within the same account.
Cloud4Y has a strong business-continuity and data-protection portfolio. Cloud Backup, Backup as a Service, virtual-machine replication, geographically separated recovery sites, disaster recovery, S3 backup storage, and rented storage systems are available. Standard cloud configurations can include 14 recovery points stored in a separate facility.
MetroCluster solutions provide higher availability by distributing infrastructure across separate data centers. These environments can reach 99.99% availability and are suitable for applications that must continue operating during hardware, power, network, or facility failures.
GPU infrastructure is available for artificial intelligence, machine learning, rendering, data analysis, and other compute-intensive workloads. Customers can rent GPU servers by the hour, create rendering farms, deploy Data Science Virtual Machines, and build Hadoop or Spark clusters. Specialized platforms are also available for machine-learning models and large language models.
The GPU catalog includes professional NVIDIA hardware such as RTX 6000 Ada systems and newer RTX-series configurations. Hourly billing makes these resources more accessible for temporary projects that do not justify purchasing expensive physical equipment.
The SaaS portfolio includes hosted 1C applications, dedicated 1C servers, Microsoft 365 licensing, Microsoft Exchange mailboxes, Power BI, Bitrix24, virtual desktops, RDS environments, VMware Horizon, cloud PBX, video conferencing, IP video surveillance, Nextcloud storage, email campaign platforms, antivirus services, and antispam protection.
This combination allows a business to place servers, employee desktops, mail, collaboration tools, backups, databases, and business applications within the same cloud ecosystem. Managed migration and administration are available for companies that do not have their own technical team.
Security services cover DDoS mitigation, Web Application Firewall protection, next-generation firewalls, VMware NSX Edge security, GOST-compatible VPN connections, ViPNet gateways, DLP systems, two-factor authentication, virtual-machine encryption, vulnerability scanning, penetration testing, SSL certificates, antivirus protection, emergency server shutdown, and PCI DSS environments.
Cloud4Y also supports Russian regulatory workloads. Dedicated environments are available for personal-data processing under FZ-152, critical-information infrastructure under FZ-187, government information systems, and PCI DSS projects. The company holds Russian security licenses and certifications, together with ISO 27001, ISO 9001, and PCI DSS credentials applicable to different parts of its infrastructure.
Networking services include load balancing, CDN, Citrix NetScaler, Kubernetes clusters, Kubernetes with GPU resources, Hadoop infrastructure, isolated VLANs, Security Gateway functions, IDS and IPS protection, VPN connectivity, configurable virtual routers, and geographically distributed network connections.
Managed services include server administration, application maintenance, monitoring, infrastructure audits, certification assistance, vulnerability assessment, Exchange migration, cloud migration, storage administration, firewall configuration, database support, and business-continuity planning.
Migration from another provider can be completed with temporary resources for transfer and testing. Qualifying infrastructure migrations may be handled without an additional migration charge.
Physical data-center services include colocation, individual server placement, partial or complete rack rental, dedicated equipment, private-cloud deployment, and containerized data-center rental. Cloud4Y also operates a startup program that can provide approved projects with cloud-service grants worth up to RUB 1,000,000.
The website is modern and contains a large amount of technical information. Russian and English versions are available, although the Russian version contains the most complete product, policy, and commercial information. Customer assistance is available in Russian and English, while Arabic-language support is available for selected international services.
💰 Price & Cost
Cloud4Y primarily uses hourly pay-as-you-go billing. Customers pay for allocated CPU, memory, storage, licenses, backup capacity, network services, and other resources instead of buying a rigid monthly package. Reducing or disabling resources can therefore lower the final charge.
Most cloud services are billed after use through monthly invoicing. Eligible business customers can receive deferred payment terms of up to 45 calendar days.
Payments can be made by bank card or bank invoice. Supported billing currencies include Russian rubles, euros, and Turkish lira. Other currencies may be arranged for international corporate contracts.
Most prices in the online calculators exclude VAT. The final invoice can therefore be higher than the calculator total when tax applies.
Virtual hosting starts at approximately RUB 200 per month before VAT. Higher packages cost around RUB 410 and RUB 460 per month and provide more SSD storage together with broader limits for websites, databases, and mailboxes.
A basic European Linux VPS configuration starts at approximately RUB 722 per month. A comparable Windows configuration starts at around RUB 846.03 per month due to the additional licensing cost. General cloud-server configurations begin near RUB 750 per month, although the actual amount depends on the selected CPU, RAM, storage, operating system, backup, and network resources.
Dedicated servers, GPU systems, private clouds, regulated environments, colocation, and disaster-recovery projects are individually configured. These services normally require a custom calculation or commercial quotation.
Additional charges may apply for Windows and other software licenses, backup storage, Exchange mailboxes, antivirus systems, advanced security services, managed administration, VPN connectivity, larger network channels, and premium support.
Free testing is available for selected services. Standard trial periods generally begin at 10 days, while some cloud-server, migration, or promotional programs can provide longer testing periods.
Cloud4Y does not use a conventional unconditional money-back guarantee. Unused account funds may be refunded after early termination when a valid noncash refund request is submitted within 15 days of service activation or payment. Charges for consumed services and payment-transfer expenses are deducted. After this period, remaining payments are generally nonrefundable.
🏢 Data Center
Cloud4Y operates infrastructure in Russia, the Netherlands, Germany, and Turkey. Its facility portfolio includes K41, M14, and M9 in Moscow; Marfino and Mytishchi in the Moscow region; NSK40 near Novosibirsk; TRS10 in Istanbul; EvoSwitch in Haarlem; and FR5 in Frankfurt.
K41 is a certified Tier III data center with approximately 2,929 square meters of space, 10,500 kVA of installed capacity, and 281 racks. Electrical protection follows a 2N design with independent power feeds, multiple UPS systems, four diesel generators in a 3+1 configuration, on-site fuel reserves, and emergency fuel-delivery agreements.
M14 provides approximately 2,500 square meters and 5 MW of capacity. It uses four power inputs from two independent substations, 2N UPS protection, nine diesel generators, redundant cooling systems, and free-cooling technology. The facility carries ISO 27001, ISO 9001, PCI DSS, and Russian information-security certifications.
M9 provides another Moscow infrastructure location within one of Russia’s most important telecommunications buildings. Its position gives customers access to a dense concentration of carriers, exchange points, and network routes.
NSK40 expands the Russian cloud footprint into the Novosibirsk region. The facility provides approximately 880 rack positions and 6,200 kVA of electrical capacity, making it suitable for regional redundancy and geographically separated backup systems.
TRS10 in Istanbul is a Tier III facility with approximately 2,000 square meters and 5 MW of available power. It uses 2N+1 redundancy and carries ISO 27001 and ISO 9001 certification. Renewable energy is used within the facility, providing an international location outside Russia for cloud servers, backups, and business applications.
The Haarlem location provides approximately 9,258 square meters, with 25 MVA of installed capacity that can be expanded to 60 MVA. It includes redundant generators, fuel reserves for around 48 hours, PCI DSS compliance, and ISO 27001 certification.
FR5 in Frankfurt supplies another European cloud location with approximately 3,500 square meters of technical space and an N+1 cooling design. Frankfurt is particularly useful for European workloads that need low-latency connectivity to central and western Europe.
Cloud4Y is also developing DC4Y.1 S33 Marfino and DC4Y.2 V40 Mytishchi in the Moscow region. Each project is designed for approximately 2,000 rack positions and 30 MW of IT capacity, with individual racks supporting up to 15 kW.
The Marfino project uses redundant power configurations ranging from N+1 to 2N, gas and diesel generation, independent water supplies, and engineering designed for Tier IV-level resilience.
The Mytishchi facility receives direct power from CHP-27 and includes UPS systems, diesel generators, and dedicated fuel storage. These projects give Cloud4Y direct control over a significant part of its future physical infrastructure.
Network resilience is based on multiple fiber entrances, BGP routing, isolated VLANs, geographically distributed connections, and Cloud4Y’s own optical ring. Connectivity includes Cogent, Level 3, DE-CIX, and AMS-IX, together with regional carriers and internet exchange points.
Cloud4Y maintains a presence at the M9 and M10 telecommunications hubs in Moscow. The primary autonomous system is AS203714, registered to LLC Flex. It originates multiple IPv4 prefixes and uses a multi-provider routing policy with upstream carriers and direct peering relationships.
The standard service commitment is a financially backed 99.982% uptime SLA. Higher-availability environments using MetroCluster, geographic replication, disaster recovery, and additional infrastructure redundancy can reach 99.99%.
Backups can be retained in a separate data center from the production system. Disaster-recovery environments support hot, warm, and cold recovery models, with RTO and RPO objectives configured according to the customer’s business requirements.
✍️ Customer Support
Technical support is available 24 hours a day, seven days a week through the customer ticket system, email, and telephone. The normal initial response target is 10 minutes.
Basic consultations, platform guidance, infrastructure recommendations, and service-related troubleshooting are included with the cloud services. Support is available in Russian and English, while Arabic-language assistance is available for selected international products.
Customers that require operating-system administration, database maintenance, application support, firewall configuration, storage expansion, recovery work, CI/CD assistance, proxy configuration, logging, monitoring, or full infrastructure management can purchase additional technical services.
One-time support is divided into basic, priority, and critical service levels. Subscription-based support ranges from a free Basic package to Standard, Advanced, and Premium plans with included engineering time and different response priorities.
Fully managed services are available for virtual machines, physical servers, databases, business applications, backup platforms, networks, and complex hybrid infrastructure.
The primary support contacts are the Cloud4Y customer-account ticket system, support@cloud4y, and +7 495 268-04-12.
🔨 Control Panel
Cloud4Y uses its own SaaS-based customer portal as the main management environment. The panel combines ordering, resource configuration, hourly usage statistics, billing projections, account management, user permissions, and technical-support tickets.
Cloud servers and virtual data centers are managed through an integrated VMware Cloud Director interface. Customers can create virtual data centers, deploy machines from templates, resize CPU and memory, add storage, import or export virtual machines, request IP addresses, configure networks, create users, and define resource limits.
The portal also integrates S3 object storage through MinIO, corporate file storage through Nextcloud, Microsoft Exchange management, Veeam backups, antispam protection, DDoS mitigation, WAF services, databases, and LDAP administration through PhpLDAPAdmin.
Backup controls allow customers to select protected machines, define schedules, configure retention periods, delete old copies, and restore complete machines or individual data.
Detailed hourly consumption records are available for cost analysis. API, Terraform, CLI, VCDA, and SDK support allow customers to automate infrastructure creation, deployment, monitoring, and scaling.
Virtual hosting customers use ISPmanager for website, database, domain, email, and file administration. Dedicated-server customers receive tools for operating-system deployment, snapshots, backups, networking, and server management.
🎯 Conclusion
Cloud4Y is a strong option for companies that need flexible cloud infrastructure, Russian data-localization compliance, disaster recovery, advanced security, or a combination of Russian and European server locations. Its main strengths are the extensive service catalog, hourly resource billing, regulated cloud environments, geographically separated backups, 99.982% base uptime SLA, higher-availability configurations, strong VMware integration, and responsive 24/7 support.
The platform is particularly useful for organizations that want one provider for compute resources, storage, backups, GPU systems, corporate applications, cybersecurity, colocation, virtual desktops, and managed administration.
The development of the Marfino and Mytishchi facilities provides additional physical capacity and strengthens Cloud4Y’s direct control over its long-term infrastructure.
The main drawback is complexity. The large number of calculators, optional licenses, support levels, security services, and infrastructure combinations makes the final monthly cost less immediate than a conventional fixed-price VPS package.
Most published prices exclude VAT, while enterprise configurations frequently require a consultation or custom quotation. The limited 15-day refund procedure is also less flexible than the unconditional 30-day guarantees available from some traditional hosting providers.
For a small personal website, Cloud4Y may provide more infrastructure than necessary. For corporate systems, regulated information, VMware workloads, business continuity, GPU computing, and scalable multi-location environments, it offers a mature and technically comprehensive platform.
