-> lumen.com) announced on Sunday that its new chairman and CEO, Richard C. Notebart, has made organizational changes and recruited three new senior executives as part of his plan to refocus the company's business.

According to Qwest, Oren G. Shaffer will join the company as vice chairman and chief financial officer. An experienced senior finance executive, Shaffer was CFO of Ameritech from 1994 to 2000 after 25 years at Goodyear, where he was CFO and a member of the board of directors. Shaffer will assumes the CFO role from Robin R. Szeliga, who remains with the company as senior vice president, focused on Qwest's debt reduction plans.
The company says it has reorganized itself around three market-facing units, serving customers, businesses and wholesale customers. Qwest has combined its national consumer markets, wireless, cable and video businesses as the consumer markets group under executive VP Annette M. Jacobs, who was previously responsible for the wireless business. The company has combined its national business accounts and global business accounts as the new business markets group under executive VP Clifford S. Holtz, who was responsible for national business accounts. Executive VP Gordon C. Martin will continue to run the company's wholesale markets group.
Qwest says it has also formed a special business group, Qwest Enterprises, that will contain some of the company's smaller standalone businesses, including hosting and application services, operator services, calling cards, international networks and other operations. It will be headed by James L. Becker, formerly executive VP of customer operations.
Other new additions to Qwest include Joan H. Walker as senior vice president, corporate communications, Gary R. Lytle as vice president, policy and law.
