📅 - Domain name regulation body ICANN (icann.org) has terminated suspected Estonian malware host EstDomains from its list of accredited registrars based on the convictions of former EstDomains president Vladimir Tsastsin of credit card fraud, money laundering and document forgery.


According to a Wednesday statement from ICANN, the organization found an Estonian court indicating that Tsastsin was found guilty on a number of charges on 6 February 2008, giving it the right to terminate the Registrar Accreditation Agreement because of Tsastsin's convictions.

EstDomains reportedly broke section 5.3 of the RAA, which reads: ?Any officer or director of [a] Registrar is convicted or a felony or of a misdemeanor related to financial activities, or is adjudged by a court to have committed fraud or breach of fiduciary duty, or is the subject of judicial determination that ICANN deems as the substantive equivalent of any of these; provided such officer or director is not removed in such circumstances.?

In response, EstDomains has apologized and is trying to distance itself from its former director, arguing that the company decided to change directors prior to the Estonian Circuit Court's verdict on February 6, 2008. EstDomains is making an appeal to ICANN under section 5.4. which gives a registrar another chance to apply for certification given "the availability and quality of registration data."

Also, Tsastsin is appealing his charges to the Supreme Court of Estonia, which could overturn his prior conviction, making him no longer in violation to section 5.3.

According to ICANN, EstDomains manages as many as 281,000 domain names, which the organization said will take all reasonable measures to protect registrants "during the stay period and the subsequent termination process that may follow."

In September, Washington Post blogger Brian Krebs linked EstDomains to hundreds of online scams, which it did little to stop. Krebs reported that at least one-third of a sample of 10,000 domains are currently blacklisted by SURBL.org's junk e-mail list.

EstDomains registry liaison Konstantin Poltev responded to Kreb's findings by suspending all the malicious sites he identified according to a statement, however, Krebs said he quickly found hundreds more.
