NOSi – Núcleo Operacional para a Sociedade de Informação, E.P.E. is a Cape Verdean public technology enterprise with a much broader role than a conventional commercial hosting provider. Its roots go back to 1998, when the State Financial Administration Reform Unit, UC-RAFE, was created within the Ministry of Finance. The organization evolved into NOSi in 2003 under Resolution No. 15/2003 and became the public enterprise NOSI E.P.E. in 2014. This long institutional history is important because its hosting and cloud services are connected to infrastructure that also supports major digital-government systems in Cabo Verde.The current Chairman of the Board is Carlos Tavares Pina. NOSi is headquartered in Praia and operates as a government-owned organization rather than an independent privately owned hosting company. Its workforce falls within the 201-500 employee range, which also puts it on a very different scale from the small hosting businesses normally serving the Cape Verdean market.
The main hosting portfolio is grouped around Webhosting, Webhosting Reseller, Virtual Private Servers, Housing/Colocation and Backup. Webhosting is the entry point for conventional hosting customers. The service uses Linux infrastructure with unlimited monthly traffic, webmail, MySQL databases, email accounts and cPanel. The Basic package includes 3 GB of storage, one subdomain, ten email accounts and one MySQL database. Capacity increases progressively through the larger packages, reaching 20 GB of storage, eight subdomains, 100 email accounts and four databases on the higher standard plan.
These allocations are relatively modest by international shared-hosting standards, particularly for disk capacity, but they remain practical for company websites, institutional portals, small CMS installations and business email. Unlimited traffic reduces concern about ordinary monthly bandwidth consumption, while cPanel provides a familiar environment for users migrating from other Linux hosting platforms.
Webhosting Reseller is considerably more flexible for agencies and IT providers managing multiple customers. Storage allocations are 50 GB, 80 GB or 100 GB depending on the package, while websites, databases and email accounts are unlimited. Free SSL certificates are also included. The reseller environment allows individual hosting accounts and packages to be created and administered separately, making it suitable for local web developers that want to provide hosting under their own customer relationship without maintaining physical server infrastructure.
The Virtual Private Server service provides dedicated virtual resources for applications that have outgrown shared hosting. The Backup service provides separate storage for copies of important customer data and supports subsequent recovery when required. Backup can therefore be used alongside hosting, VPS and other infrastructure rather than relying solely on the production environment.
NOSi's cloud and network capabilities substantially extend the usefulness of these hosting services. Kubernetes environments are available for containerized applications, while cloud and Multi-Cloud consulting covers deployment, administration and infrastructure integration. Network services include Anti-DDoS protection, dedicated public IP addresses, site-to-site and remote-access VPNs, MPLS connectivity and managed firewalls. Firewall technologies in use include Palo Alto, Fortinet/FortiGate, Huawei USG and Cisco ASA, while network monitoring can include SolarWinds NPM and Observium.
Development and platform services are another important part of the organization. The IGRP platform provides low-code/no-code application development capabilities, while additional systems cover secure data exchange through PDEX, authentication through Autentika, custom applications, corporate portals, mobile applications, Business Intelligence and GIS. NOSi also operates certification services for digital certificates.
The website supports Portuguese, English and French, making the organization accessible to both local and international customers. Hosting and infrastructure pricing is primarily shown in Cape Verdean escudos, CVE, while some infrastructure documentation also provides equivalent prices in USD.
