I'm with Paul Rooney on this one. I'm also on the Linux Speedy plan which offers great features including loads of space and bandwidth, it also comes with a free dedicated IP.
BUT, for the last few months I've had to get in touch with them way too often about the server not responding, a dedicated IP address issue, etc... A lot of the time the server was down for more than 3 hours and one time it was down for a full 3 days!
The downtime is ludicrous so much so that I'm now looking for a new host.
Regarding the uptime report, I'm using a service from Pingdom.com which gives you one free uptime checker. It will email you when the server goes down and when it goes back up. It will also tell you what time it went down, how long it's been down and the uptime percentage.
Between 12/08/2009 - 19/08/2009 (quite a good week as far as THCs uptime goes!) my site has been down for 16h 37m which is an uptime of 90.77%, hardly the 99% they claim.
I just wouldn't be able recommend anyone to them...
