I used phpwebhosting for over 6 years. They have been around since 1999.
They were great at the beginning but I think their greed has gotten the better of them.
They now host 500-700 web pages on a server which is ridiculous. Trying to access a phpwebhosting website is a nightmare since the downtimes and the slow loading times are horrendous.
When you complain to them about the load pages the support staff (which take 3-5 days to respond to an "emergency" tagged email request) usually blame their customers for the loading times. Isn't that great??
Furthermore, a while ago one of the support staff "accidentally" deleted all of my mySQL database information. He didn't even apologize. Nothing was given to me in return.
The other annoying thing is that when your site goes down, they don't even notify you (the webmaster) that your site is down. This includes if they disable the site. So if you go away on vacation and your site is down you have no idea how long it has been down for since they don't email you about it!
