I have looked for a domain registrant for a .la domain and found Innter as they've presented a reasonable price.
After the paying I got access to their very basic domain control panel, but it seemed to be enough.
The problems began when I tried to terminate my account with them. Their support website was down for a long period and there was no possible way to contact them!
I have also tried to write them an email, and got a reply that I should log-in to the customer support website, that was down!
I could not terminate my account so I've disallowed them to recharge me. Since then I'm getting threats, with outrageous payment requests like this one:
