Timor Telecom is one of the central telecommunications companies in Timor-Leste and has operated since 2002, when Timor Telecom, S.A. was formally established on October 17. Commercial operations began in 2003, giving the company more than two decades of experience building and operating communications services across the country.

The company originated from a consortium led by Portugal Telecom and became closely associated with the development of Timor-Leste's national telecommunications infrastructure after independence. Over the years, investment in the network has exceeded US$220 million, while the combined fixed and mobile infrastructure extends for roughly 3,551 km. Mobile coverage reaches more than 96% of the population, making Timor Telecom considerably more infrastructure-focused than a conventional small hosting provider.

Ownership changed significantly in 2026. Esperança Timor Oan, Lda., part of Grupo ETO, acquired a 57.06% majority interest in Timor Telecom. The transaction was completed on April 20, 2026, and new corporate bodies were elected on May 13, giving the Timorese business group majority control. This replaced the former ownership structure associated with Portugal Telecom and later Oi.

Timor Telecom is primarily a telecommunications and Internet-access provider rather than a conventional retail web hosting company. Its current services concentrate on fiber Internet, mobile Internet, prepaid and postpaid mobile services, fixed telephone connections, ISDN/RDIS, eSIM, Internet add-ons and SMS Marketing, together with customized telecommunications solutions for corporate customers.

TT Fibra+ is one of the most important fixed connectivity products. It uses fiber infrastructure and is available for both residential and business customers, with packages ranging from 10 Mbps to 500 Mbps. Customized business configurations can also be arranged through an account manager. Timor Telecom has been expanding GPON fiber infrastructure since at least 2020, making fiber an increasingly important part of its fixed-network operation.

Business customers can combine fixed connectivity with Postpaid Mobile plans ranging from smaller Basic packages to higher-capacity Power-Plus options. These packages combine mobile Internet allowances with TT-network calls and SMS, while higher plans also include allowances for calls to other domestic networks.

Traditional fixed-line telephone services remain available, including RDIS/ISDN connectivity. Basic access provides two channels and is suitable for smaller installations, while primary access supports 30 channels and is better suited to companies operating larger telephone systems or PABX infrastructure.

SMS Marketing is another business-oriented service. It supports customized sender identification, scheduled campaigns and customer segmentation, with packages suitable for both smaller campaigns and deployments exceeding 100,000 messages.

The website is available in English, Portuguese and Tetum, an appropriate combination for the Timor-Leste market. Services are priced in US dollars (USD). The current website has a modern layout that works considerably better on present-day desktop and mobile devices than the company's older web presence.

Conventional Shared Hosting, VPS, Dedicated Servers, Reseller Hosting, managed hosting, SSL packages or hosting control panels are not part of the current standard product catalog. Timor Telecom is therefore better considered an Internet and telecommunications infrastructure provider than a traditional web host.

💰 Price & Cost

There are currently no standard Shared Hosting, VPS or Dedicated Server prices.

TT Fibra+ starts at approximately $30 per month for speeds up to 10 Mbps. Higher packages include 25 Mbps for $50, 50 Mbps for $60, 100 Mbps for $70, 200 Mbps for $150 and 500 Mbps for $300 per month. Installation is free during the applicable service period.

Mobile postpaid packages suitable for business use range from around $4 to $20 per month, with included mobile data ranging from approximately 4 GB to 40 GB depending on the selected plan.

Fixed postpaid telephone service carries a $10 monthly charge together with a $20 activation charge and $20 installation fee. Customers requiring international calling must provide a $180 deposit.

SMS Marketing pricing begins at $8.50 for 100 messages and becomes progressively less expensive per message at larger volumes. The 20,000-message package reduces the rate to approximately $0.035 per SMS, while campaigns of 100,000 messages or more receive individual quotations.

Prepaid customers can recharge through Timor Telecom stores and authorized agents, with Loos24 ATM top-up also available.

A general money-back guarantee is not part of the standard service terms, and payment arrangements for larger postpaid or corporate services depend on the type of contract involved.

🏢 Data Center

Timor Telecom operates substantial telecommunications infrastructure throughout Timor-Leste. More than US$220 million has been invested in network development since the company was established, with around 3,551 km of fixed and mobile infrastructure supporting national services. Renewable-energy and solar systems are also used at parts of the network.

Its Internet network operates under AS38077 – Timor Telecom, SA and supports both IPv4 and IPv6 routing. The network originates approximately 6,144 IPv4 addresses and maintains connectivity with several external networks.

Among the visible upstream and peering relationships is Arelion, together with regional and Timor-Leste-based network partners including Raphvision Electronic Unipessoal Lda., Cabos de Timor-Leste, E.P. and PT Wifiku Indonesia. This gives Timor Telecom a mixture of international and regional connectivity rather than relying exclusively on a single external network.

The company does not provide a standardized public hosting SLA with a 99.9%, 99.99% or similar contractual uptime figure for its current services. Corporate customers requiring guaranteed availability should obtain the SLA directly as part of their enterprise agreement.

Timor Telecom provides customer service by telephone, email, online assistance and through its physical retail network. The main customer number is +670 330 3000, while 172 is used for general customer service and 178 for corporate customer service.

Corporate customers can work directly with an account manager for customized connectivity packages and other business telecommunications requirements.

🔨 Control Panel

Timor Telecom does not currently offer a conventional web-hosting control panel such as cPanel, Plesk or DirectAdmin with its standard services.

TT Live provides account self-service functionality for telecommunications customers, allowing users to manage relevant TT services. It is an account-management platform rather than a web-hosting administration panel.

Because standard Shared Hosting, VPS and Dedicated Server plans are not part of the current public portfolio, there are no corresponding server-management interfaces, virtualization templates or hosting operating-system controls associated with those product categories.

🎯 Conclusion

Timor Telecom has considerably more network infrastructure and local operational depth than a typical small hosting company. Its main strengths are more than two decades of activity in Timor-Leste, substantial investment in national communications infrastructure, its own AS38077 network, extensive mobile coverage, fiber connectivity and a strong physical presence throughout the country.

The 2026 acquisition by Grupo ETO is also an important milestone because majority ownership moved to a Timorese business group after many years under structures associated with Portugal Telecom and Oi.

For customers specifically looking for conventional web hosting, Timor Telecom is not currently a typical choice because Shared Hosting, VPS, Dedicated Servers, Reseller Hosting and standard hosting control panels are not part of the normal catalog. Its strongest role is as a local telecommunications, fiber and Internet infrastructure provider serving both consumers and corporate customers.

Companies requiring private infrastructure, dedicated connectivity or more specialized managed services can still benefit from Timor Telecom's local network footprint, but technical specifications such as redundancy, guaranteed uptime, backup arrangements and service-management responsibilities should be confirmed in the corporate contract.
