NIC Mauritania's primary missions include:
Organization and Management: Administering the .MR ccTLD in the general interest, following principles of quality, efficiency, reliability, and accessibility. NIC Mauritania adheres to procedures adopted by ICANN.
Domain Registration: Registering .mr domains either directly or through accredited registration agents for natural and legal persons, ensuring efficiency, speed, transparency, and non-discrimination.
Domain Name Servers: Maintaining and operating .mr domain name servers securely and stably.
Database Security: Ensuring the security and integrity of domain name databases.
Naming Plan: Establishing and implementing a naming plan for the .mr zone in accordance with Mauritanian law, and disseminating related information.
Public Authority Missions: Undertaking missions as entrusted by public authorities in the context of Internet management.
Historical Context
Management of Mauritania's Internet domain was initially entrusted to the Faculty of Sciences and Technology (FST) of the University of Nouakchott in April 1996, a period when Mauritania was not yet connected to the Internet. The FST partnered with external entities like the IRD of Montpellier for hosting name servers for the .mr domain. By April 2000, the FST repatriated the name servers after meeting the necessary conditions, and created an NIC within the Faculty to manage domain naming and DNS operations.
Modernization and Policy Updates
As of January 1, 2018, a new policy was introduced to modernize the registration process and promote the use of Mauritanian domains. Key changes include:
Accredited Registration Offices: Applicants must choose an accredited registration office for registering or modifying domain names.
Third-Level Domain Names: Introduction of third-level domains under .ORG.MR, .PERSO.MR, and .EDU.MR.
Proper Names as Domain Names: Allowing the registration of proper names as domain names.
New Pricing Structure: A new pricing structure effective from December 1, 2017.
Transitional Provisions
To ease the transition to the new registration system, several transitional provisions have been established:
Management of Existing Domains: Previously registered .mr domains will be managed directly by NIC Mauritania, applying a flat rate for one-year domain name creation. Holders must pay by December 31, 2017, to avoid deletion of their domain names.
Choosing a Registrar: Holders of existing domains have one year to select an accredited registrar.
Continued Registration by NIC-Mauritania: In the absence of an accredited registrar, NIC-Mauritania will continue to register new domains.
NIC Mauritania remains committed to ensuring the .mr domain operates efficiently, securely, and in line with international standards and local regulations.
