😁 Penguin's sales manager has just written to me thanking for my review beginning "cheaper than others" and adding some information.
I first used Penguin several years ago when they were a new hosting service, based in Wales and I think I asked them to quote to fix or refurbish a computer. The current position is that they are a "computer repair company, offering a range of Computer Services in and around the local area", but selling "only ... new products including the building of bespoke computer systems to suit the customer specification & budget, networking, maintenance & repairs."
About speed. I don't know if the speed of my cheap web presence account is typical of Penguin's more expensive services as they provide "shared hosting services over a large number of servers as well as providing Reseller accounts and Dedicated servers
within our data centre. We use high specification hardware in our private racks within our data centre and use only premium transit to allow for high speed connectivity".
I've recently chosen a server and found some of the online speed testing services, but I was testing a web presence account which is priced per year with faster ones like LChost, UKFast and HotChilli are priced about the same per month. If Penguin would use a different server for an upmarket account that's an unfair comparison.
I used traceroute.com to find out where the servers were but forget the result. There is another service called something like "shareswith" that tells you who else shares a server. And I compared on siteuptime.com, a demon server against a web presence site musonix.co.uk on penguin. The penguin site was faster in Europe - tested in CH & UK but slower in New York and San Francisco. HostingSpeeds.com at the time (2009) allowed users to put a badge on their web site and measure speed in a league table. Obviously the faster hosting companies volunteered to put badges on sites hosted on their fastest servers and from memory by web presence account
page was nearer the bottom of the list.
It's probably possible to write a lot more about web speeds. I've already written more than I really understand. Maybe someone people from hosting companies can write guides on how best to
measure and how much you need.

What impresses me is that they have stayed in business, stable, with no hidden costs and even some email support. Others in the same price range have gone out of business and re-started, disconnected customers before the ends of their terms, or done anything to make money. Penguin just carry-on offering a good service on my four domains.

Another secret is a medium server speed, rather than a fast one. Penguin are ranked somewhere above the middle of the speed test league www.webperf.net . This way they are able to host dozens of sites - mainly low bandwidth small ones - on one shared server. Not the server for competing downloaders of pictures like big shopping sites, but for the rest of us fine.
