I used the free chocolate plan for about 8 months and then upgraded to Watercircle for about a year now. I haven't had any downtime or uploading issues at all. I upload using FTP no problem. I host my website and a bunch of files, videos, and flash stuff.
There's plenty of included features, forum, wiki, blog, galleries, webmail. I don't use all of them but haven't encountered a problem so far. I don't find their webmail as great as Gmail but it does the job fine.
Customer service is great. For me they take at most a few hours to respond, fastest was under 20 min. But I never had any major issue so it was mostly just them helping me understand a few things.
Yes the control panel is quite daunting at first glance but that's to cater to more advance users. If you just want to upload simple files/sites what's so hard about clicking 'File Manager > double click the folders to where you want the file(s) > Browse > Upload File(s)', navigating it like any other computer folder system? Though if you want to be creating websites you should learn how to FTP anyway. Took me 20 mins to learn it and download a FTP program.
Many people complain about severe downtimes but I seriously have never experienced any. They did transfer servers sometime late 2008 and I do notice almost all reviews prior are negative so I wouldn't pay much attention to those. I joined post the transfer so I can't say much else about it.
