I've been hosting with Web-Hosting-Service for over 3 years now and I couldn't be happier. I have experienced downtime once in the time I've been hosting with them, and I was promptly notified as such.
The features are great, and as what you'd expect out of a host. Supports PostgreSQL, Ruby and much more.
You can easily upgrade to larger hosting packages quite easily, letting you expand quicker. All in all, I highly recommend Web-Hosting-Service.
